Pinnacle Peaks Reconsideration Request SUBMITTED

 

UPDATE: Our team has submitted a Reconsideration Request for the Pinnacle Peaks Rezone and Conditional Use Permit. This large up-zone was approved by Tetonia City Council on October 14, 2025, effectively rezoning 38 acres from TA-Transitional Agriculture to R-3 High Density Residential and allowing the developers their proposed 'up to 60 townhomes and 90 single family homes' in NW Tetonia (see location map above).

 

While more density in this location may be appropriate, the generous allowances made for this development—with no clear, documented benefits to the city and without extensive community input—will ultimately prove to be harmful for our community.

 

We are hopeful that Tetonia's Mayor and newly elected Council will take our reconsideration request as an opportunity to ask the developers to start again. Ask them to engage in the city's comprehensive planning process currently in the works, and ask them to work with the community to shape the future growth in Tetonia. We are hopeful that Tetonia will hold this prospective developer to the standards Teton Valley deserves and Idaho law requires.

 

Our reasoning behind making this motion is found in these key points:

 

1. Sufficient documentation on this project was not made available to the public. Packet materials before the public hearing were not readily accessible to the public, making it difficult for community members to make informed comments and meaningfully participate in the decision making process. 

 

2. The written statement for the rezone does not align with Idaho Code. The statement signed by the Tetonia City Council failed to explain how this rezone abides by Tetonia's Comprehensive Plan and does not resolve nor discuss the concerns raised over how this rezone could unsustainably double Tetonia's population.

 

3. Proper consideration was not given to impact on services as determined by Idaho Code. The written statement for the approval of the rezone did not include any considerations toward community welfare and the potential stress this rezone could create on the City's already limited services. 

 

4. Approval of the rezone was not based on substantial evidence. Public comment given for this rezone raised concerns over whether this project fit under the Comprehensive Plan. As this approval was given without a master plan, knowing the full consequences of a rezone at this scale is impossible.

 

5. Approval of the Conditional Use Permit was arbitrary. As dictated by Tetonia City Code, any approved Conditional Use Permit must first show that the new land use will be adequately served by public facilities. Additionally, an application for a CUP must include an evaluation on "effects on adjoining property of noise, pollution, vibration, or any other
condition that may be occasioned by the condition use; compatibility with adjacent and other
properties in the district; and the relationship of the proposed use to provisions of the
comprehensive plan.” Tetonia Code § 9-6-2-A. This document was not made available to the public and the written statement made by the Council did not address these requirements.

 

Now that our reconsideration has been submitted, we ask for your help! Please reach out to our Tetonia electeds to let them know your thoughts and ask for a seat at the table before a development of this scale is approved. A project in this location has the potential to be a responsible development if done in the right way. Tetonia has 28 days to respond to our request—so the clock is ticking.
