Re: Aspen Self-Storage CUP Application

Dear Planning & Zoning Commission

Thank you for the opportunity to comment on the Aspen Storage CUP permit application. As we understand your direction for the July 11, 2017 meeting, the applicant was to provide the following materials:

  • Detailed landscape plan for the site.
  • Building elevations specific to the building proposed.

This is a commercial development that, upon construction, will have decades of impact in one of the most visible areas of Teton County. As you know, the P&Z Commission must find that 1) the location [of the use] is compatible to other uses in the general neighborhood, and, according to CUP Finding #4, the proposed use is in compliance with and supports the goals, policies and objectives of the Comprehensive Plan. To this end, we direct you to the Scenic Corridor section of the Comprehensive Plan: “the area within the scenic corridor can be developed in accordance with the underlying zoning, but building, landscaping, and site design will need to meet high standards of visual quality in order to maintain the scenic character of the area and protect the view shed from the scenic corridor.”

We appreciate the applicant’s efforts to put forth conceptual architectural and landscape drawings, and look forward to more refined drawings at building permit & Scenic Corridor review. We recommend two (2) conditions of approval in addition to those put forth by the planning staff:

  1. In order to ensure the timely completion of landscaping and other development improvements, a letter of credit for 125% of development costs shall be posted prior to building permit issuance.
  2. A condition of approval requiring conformance to the proposed architecture and landscape themes at building permit/Scenic Corridor review.

With these conditions of approval, we support the Aspen Self-Storage Conditional Use Permit. Thank you for the opportunity to comment.
