RE: Shoshoni Plains Phase  IV-B Plat Amendment

Dear Commissioners:

Thank you for the opportunity to submit comment on the proposed Shoshoni Plains Phase IV-B plat amendment. We have two primary concerns, which are as follows: 

  • Public Park Improvements. In 2010, the developer defaulted on the obligation to complete the public park. In 2015, as an interim measure, the city accepted two vacant building lots from the developer, and the city sold these lots for $53,500 in order to complete some improvements to the park. However, the park remains unfinished, and we believe that requiring full completion of the park is reasonable in exchange for granting this plat amendment. Otherwise, this burden may fall upon the public. We understand city staffers will provide cost estimate for completion of the park, and we recommend the Planning  & Zoning Commission include the park in the total improvements as a condition of approval.
  • HOA Organization. We have reason to believe the developer has taken steps to formally establish and organize an HOA for all of Shoshoni Plains. We’re supportive of this effort and encourage the developer to outline the further steps that will be taken to get the HOA up and running.

    Questions that rise as a result of this proposal: Is all of what is referred to as Shoshoni Plains under the guidance of the same developer?
    Why isn’t he being required to Fill-In vacant/open space within Shoshoni Plains that is already partially developed before expanding out into his sprawling development ideas?
    Let us please see a completed Park before there is any more discussion with the City of Driggs about anything else beyond what development has already been agreed to and what can be done now before new plats are drawn and new ‘deals’ are made.
    A map of Shoshoni Plains color coded to which lots have built upon and which plats are still vacant/growing weeds would be helpful towards any future discussions.
    Does anybody remember the concentric circle concept where the center is close to build-out before going on to the next circle. It seems that this proposal is about skipping over a couple of the concentric circles way ahead of anything close to build-out.
